About this job

The Community Benefits Grants Program Manager II provides grant program oversight to ensure effective management of L.A. Care Health Plan’s (L.A. Care) Community Health Investment Fund (CHIF). Primarily responsible for implementing, coordinating, administering, and managing CHIF grants. Defines, researches, develops and executes grant initiatives and manages relationships with applicants or awardees to establish deliverables including work plans, budgets and terms for multiple initiatives. In conjunction with Community Benefits Director, plans resource allocation across grant programs to meet annual priorities, organizational vision, and enterprise goals. Coordinates internal and external expert review committees. Assists with grant making activities including development of new Request for Applications (RFAs), preparation of bidders conference and review committee materials, and conducts due diligence for CHIF grant award cycles. Employs grant making management system to update grant progress and completion, analyzes support data, runs reports, and executes grantee communication throughout the grant term. Provides technical assistance to applicants and grantees related to program development, budgeting, evaluation and implementation. Researches best practices as effective approaches for community investment, as well as work with multiple sectors and diverse community agencies to assess health care gaps and opportunities for Community Benefit strategies to strengthen the health care and social safety net. This position is a limited duration position. The term of this position is a minimum one year and maximum of two years from the start date unless terminated earlier by either party. Limited duration positions are full-time positions and are eligible to receive full benefits.

Roles & responsibilities

Provides project and program management to ensure timeliness and effectiveness of grant initiatives and ad hoc cycles. Defines, researches, develops and executes grants and project planning deliverables including work plans, budgets and schedules for multiple initiatives.

Corresponds with and advises nonprofits seeking funding, reviews grant proposals and financials, conducts due diligence on current and potential grantees, prepares grant recommendations, and evaluates and dispositions grant progress and final reports.

Independently manages work assignments. May, at times, act as a subject matter expert and coach and lead other Community Benefits’ team members to successfully achieve desired outcomes.

Provides guidance to the Grants Coordinator regarding disposition of grant agreement execution, grant amendment and/or extensions, requesting grantee payments’ release, and grant closure.

Assists with enlisting and managing internal and external expert review committees.

Develops processes for the evaluation of CHIF initiatives and comprehensive strategy for Community Benefit funding

Coordinates grant making activities including development of new or modified Request for Applications (RFAs), aligns bidders conference and review committee materials for grant award cycles.

Provides technical assistance to applicants and grantees related to program development, budgeting, evaluation and implementation.

Research best practices as effective approaches for community investment, as well as work with community agencies to assess health care gaps and opportunities for Community Benefit strategies to strengthen the health and social safety net.

Adheres to policy and protocols for tracking, reporting and disseminating CHIF grant information. Conducts analysis and develops presentations with input from leadership to inform internal and external stakeholder and partners.

May attend various external meetings and events to represent L.A. Care in the community and with colleagues to develop and maintain organizational visibility and accessibility. Represents the Plan at conferences and events, on panels and on planning committees to promote the Plan’s interests and initiatives among philanthropic and health-related organizations.

Qualifications

Education Required

Bachelor's DegreeIn lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree in Public Health or Healthcare Related Field

Experience

Required:

At least 5 years of experience in philanthropy with private or public funder with substantial responsibility in making grant decisions and managing grants through completion.

Preferred:
Strong foundation/corporation background in grant making or multiple grant management experience.

Knowledge and experience with paneled grant review processes conducting due diligence, as well as key health issues and infrastructure needs of safety-net clinics and non-profit organizations assisting under-resourced communities.

Skills

Required:

Ability to work independently and apply judgment to problem solving daily situations that may arise working with a variety of safety-net and community based organizations.

Excellent written and oral communication skills required. Must be highly organized and detail-oriented.

Excellent computer skills including Microsoft Word, Excel and Power Point.

Must possess strong program management, organization, time management skills.

Must be able to work collaboratively and independently within the department's and the organization's established guidelines, policies, and procedures.

Ability to lead committees and cohort of grantees.

Able to apply coaching and feedback.
